Why my order is still On Hold after I provide the phone number?
Check if you have also edit the Shipping Address. Usually online store manager only update the Customer Information but forget to update the Shipping Address of the order.
You have to update Customer Information for future reference when the same customer orders. Also, you have to update the Shipping Address of the existing order to respond with the 'Missing Phone Number' reason why the order is On Hold.
Remember all update should be done to your online store.
